Its time frame is, broadly speaking, the first two and a half centuries A.D. Its basis is the view that has met increasingly (...) wide acceptance over the past quarter-century, that the Romans' conduct of foreign relations was altogether different from what we assume of modern states. The Roman mindset, motivation, intelligence, and strategy are all alien to us and thus require evaluation on their own terms. Consequently, in five chapters Mattern first examines the character and education of Rome's small decision-making elite. She next moves to their "image of the world," variously gained through campaigning, geographical knowledge, intelligence, and ethnology. A chapter on strategy follows, treating the size and deployment of the Roman army and the different means by which the empire was defined and defended. Income and expenditure are the focus of the fourth chapter, with particular reference to the expense of maintaining the army, the cost of warfare, and the economic gain to be made from conquests. Finally a chapter on "values" concludes the book--the unashamed glorification of conquest, the prestige accruing to the Romans in general and to the emperor in particular, and reinforcement of the sense that it was discipline, both moral and organizational, that made Rome supreme over other peoples. [End Page 451]The discussion of all these aspects displays insight and balanced judgment, and the accompanying bibliography is valuable (some notes are repetitious, however: cf. 117 n. 163 with 172 n. 36). The work of Ampelius (ed. Budé 1993) might have been cited (25) as another example of how weak even a schoolmaster's geographical knowledge could be. Although, to be sure, it is true that "bird's-eye view" was hardly an option for Roman representations of the world (26), we might still recall Artemidorus' (Oneirocritica 2.68) vision of dreamers flying along and looking down at the landscape below, while the presentation of Rome's Marble Plan is large-scale and ichnographic. The Tabula Banasitana (AE 1971.534) merits citing as a prime example of Marcus Aurelius' pondering with care the bestowal of benefits upon people on a remote fringe of the empire (180). In stating that we shall never know where the Teutoburg Forest was, let alone the site of Varus' defeat (167), Mattern seems to overlook the finds made at Kalkriese (see now W. Schlüter in J. D. Creighton and R. J. A. Wilson, eds., Roman Germany: Studies in Cultural Interaction [1999] 125-59); equally, she shows no awareness of a kernel of truth in the tradition that Hadrian abandoned Dacia, at least in part (104; cf. Barrington Atlas, Directory, 1376). In treating the Roman concern to save "face" (177), there is more to be made of L. Caesennius Paetus as scapegoat. The major step of annexing Armenia must surely reflect instructions he brought with him from Rome, rather than just a personal preference (cf. 92 n. 46), but all the blame for the rapid, catastrophic failure of the annexation attempt is then heaped upon him alone. Tacitus grasped Rome's vulnerability in this region. He has the Parthian cavalry commander Vasaces coolly dismiss Paetus' bluster about long-standing Roman control there: "imaginem retinendi largiendive penes nos, vim penes Parthos" (Ann. 15.14). Later, after Corbulo's diplomatic victory, Tacitus can detail the official tokens of respect insisted upon by Tiridates during his journey to Rome and conclude ironically: "scilicet externae superbiae sueto non inerat notitia nostri apud quos vis imperii valet, inania tramittuntur" (Ann. 15.31).These and other sundry observations aside, it is the book's principal thesis that invites comment, namely Mattern's sweeping claim: "I would argue that Rome's real strategy lay in the realm of psychology. Despite the challenges associated with virtually mediated communication, remote collaboration is a defining characteristic of online multiplayer gaming communities. Inspired by the teamwork exhibited by players in first-person shooter games, this study investigated the verbal and behavioral coordination of four-player teams playing a cooperative online video game. The game, Desert Herding, involved teams consisting of three ground players and one drone operator tasked to locate, corral, and contain evasive robot agents scattered across a large desert environment. Ground players could move (...) throughout the environment, while the drone operator’s role was akin to that of a “spectator” with a bird’s-eye view, with access to veridical information of the locations of teammates and the to-be-corralled agents. Categorical recurrence quantification analysis was used to measure the communication dynamics of teams as they completed the task. Demands on coordination were manipulated by varying the ground players’ ability to observe the environment with the use of game “fog.” Results show that catRQA was sensitive to changes to task visibility, with reductions in task visibility reorganizing how participants conversed during the game to maintain team situation awareness. The results are discussed in the context of future work that can address how team coordination can be augmented with the inclusion of artificial agents, as synthetic teammates. (shrink)

Serjeantson "Do not think, kind and benevolent readers, that I am proposing a useless subject to you by choosing to discuss the language [loquela] of beasts. For this is nothing other than philosophy, which investigates the natures of animals." 1 The Italian medical professor Hieronymus Fabricius ab Aquapendente (...) began his 1603 treatise On the language of beasts with this captatio benevolentiae with good cause. For early modern natural philosophers almost universally insisted that only humans were capable of language and speech. In this they followed, sometimes explicitly, their ancient authorities. "Man," Aristotle had said in the Politics, "is the only animal that has the gift of speech." "Men," wrote Cicero in the De inventione, "most excel the beasts in this, that they can speak." 2 They were sentiments echoed throughout the sixteenth and seventeenth centuries. "There is no true language among beastes," said Sir Kenelm Digby. "Language" (loquela), concurred G. J. Vossius, "is unique to man." And according to John Ray in The Wisdom of God (1691), speech was "a quality so peculiar to Man, that no Beast could ever attain to it." 3Language was a subject of absorbing interest to numerous early modern philosophers. They investigated its origin, its production, its signification, and its use. But behind almost all of these investigations lay one of the most profound suppositions in early modern anthropology: the uniqueness of the human [End Page 425] capacity for language, and the brutishness of the brute beasts. Harsh judgments were passed on those who thought that animals might be able to speak. Lawyers held that belief in animal language was sufficient evidence of idiocy. According to Kenelm Digby it was only vanity, ignorance, and a specious desire for reputation that had led some authors to argue that animals used "compleate languages as Men haue to discourse with one another in." And the seventeenth-century English writer on the passions, Edward Reynolds, thought that only "melancholy men" believed "that Elephants and Birds, and other Creatures have a language whereby they discourse with one another." 4Yet despite this pervasive assumption that humans spoke and animals did not, the question of animal language kept arising in early modern culture. Readers met speaking animals in beast fablesand on Lucianic voyages. There was a popular belief in early modern England that "in the olde tymes" animals could speak. 5 Theodore Zwinger, Claude Duret, and G. J. Vossius all recorded many accounts of human communication with birds, with the ancient claim that Apollonius of Tyana could understand birdsong being particularly notorious. 6 In the Old Testament Balaam's ass asks his owner what he has done to deserve being beaten. 7 And St. Basil had even suggested that before the Fall Adam and Eve had been able to talk to the animals as well as to name them--a suggestion that both Thomas Browne and Joseph Glanvill gave short shrift. 8 But my purpose in this paper is not to follow speaking animals through early modern fables, popular beliefs, or even Biblical commentary. Instead, I propose to explore the serious investigations of zoosemiotics and animal communication that were undertaken by numerous philosophers in the sixteenth and seventeenth centuries. 9For then as now, the question of animal language, broadly interpreted, was a serious one for the sciences. We employ the Social Signaling Model and life history of a Western Dani big-man, Tibenuk, to analyze a neglected curiosity in the career of the big-man type. The big-man is renowned as an economic entrepreneur, the master of material displays. In New Guinea, however, big-men had invariably first gained fame and some influence as eminent warriors. The SSM accounts for this two-part career path by proposing that small-scale social organization rests on honest, competitive signaling of individual and collective fighting strength, (...) with leaders being those who excel in these contests. The performances for which big-men are already known, conspicuous ceremonial displays, broadcast this strength indirectly. Explicitly conceptualized as symbolic fighting, they constituted indexical proxies for their sponsors’ individual and collective willingness and ability to fight. Success on the battlefield, though, signaled fighting strength more directly. Men therefore had to demonstrate strength on both the battlefield and the ceremonial ground if they were to become big-men. This was Tibenuk’s achievement. When he was young and at his physical peak, he demonstrated outstanding capability in war. War is a young man’s game, however, and as his physical capacities waned, he shifted to politics, an older man’s game, honing his political talents and developing extensive political networks that allowed him to sponsor massive pig feasts, the principal form of conspicuous ceremonial display. Tibenuk’s career also reveals synergies between warrior and political talents that hitherto have been overlooked in big-man analysis. (shrink)

We examined here whether people believe consumers of natural foods are more virtuous than consumers of unnatural foods. In Study One we asked student participants (n = 84; 77 female, M age = 19.5) to form an impression of another person based solely upon whether they ate natural or unnatural foods, these being determined in a pilot survey. On an open response format, participants reported more positive moral and health traits in consumers of natural foods. These findings were further confirmed (...) using rating-based evaluations. In Study Two we determined if this belief in the virtuousness of natural food consumers translated into behaviour. Student participants (n = 40; 25 female, M age = 20.2) played a trust game, exchanging tokens with a fictitious player. Incidental diet information about the fictitious player was provided, with participants in one group playing against a natural food consumer and those in another against an unnatural food consumer. Participants who played against a natural food consumer behaved as if they trusted this person more, and their performance on the game was predicted by how moral they felt the fictitious player was, but not by other attributes such as health. These findings suggest that people believe consumers of natural food are more virtuous, and we suggest this is driven by the altruistic attitudes that people believe to be associated with natural food consumption. Although pioneering studies using statistical methods in geographical data analysis were published in the 1930s, it was only in the 1960s that their increasing use in human geography led to a claim that a ‘quantitative revolution’ had taken place. The widespread use of quantitative methods from then on was associated with changes in both disciplinary philosophy and substantive focus. The first decades of the ‘revolution’ saw quantitative analyses focused on the search for spatial order of a geometric form within an, (...) often implicit, logical positivist framework. In the first of three reviews of the use of quantitative methods in human geography, this progress report uncovers their origin with regard to the underlying philosophy, the focus on spatial order, and the nature of the methods deployed. Military personnel often perform complex cognitive operations under unique conditions of intense stress. This requirement to perform diverse physical and mental tasks under stress, often with high stakes, has led to recognition of the term ‘tactical athlete’ for these performers. Impaired cognitive performance as a result of this stress may have serious implications for the success of military operations and the well-being of military service men and women, particularly in combat scenarios. Therefore, understanding the nature of the stress experienced by (...) military personnel and the resilience of cognitive functioning to this stress is of great importance. This review synthesises the current state of the literature regarding cognitive resilience to psychological stress in tactical athletes. The experience of psychological stress in military personnel is considered through the lens of the Transactional Theory of stress, while offering contemporary updates and new insights. Models of the effects of stress on cognitive performance are then reviewed to highlight the complexity of this interaction before considering recent advancements in the preparation of military personnel for the enhancement of cognitive resilience. Several areas for future research are identified throughout the review, emphasising the need for the wider use of self-report measures and mixed methods approaches to better reflect the subjective experience of stress and its impact on the performance of cognitive operations. He argues that a "new conversation" is emerging about human rationality—a new understanding that emphasizes its practical character and has important ramifications both for thought and action.

In their celebrated essay “The Right to Privacy,” legal scholars Samuel Warren and Louis Brandeis identified as the generic privacy value “the right to be let alone.” This same phrase occurs in Justice Brandeis's dissent inOlmstead v. U.S.(1927). This characterization of privacy has been found objectionable by philosophers acting as conceptual police. For example, moral philosopher William Parent asserts that one can wrongfully fail to let another person alone in all sorts of ways—such as assault—that intuitively do not qualify as (...) violations of privacy and thus cannot be violations of the right to privacy. This essay disputes G. A. Cohen's claim that John Rawls's argument for the difference principle involves an argument from moral arbitrariness to equality and then an illicit move away from equality. Moreover, the claim that an argument from moral arbitrariness establishes equality as the essential distributive justice ideal is found wanting.

According to the ideal of tolerance, the state is supposed to be neutral or evenhanded in its dealings with religious sects and doctrines. The tolerant state does not pursue policies aimed at favoring one sect over another.

Some theorists who accept the existence of global justice duties to alleviate the condition of distant needy strangers hold that these duties are significantly constrained by special ties to fellow countrymen. The patriotic priority thesis holds that morality requires the members of each nation-state to give priority to helping needy fellow compatriots over more needy distant strangers. Three arguments for constraint and patriotic priority are examined in this essay: an argument from fair play, one from coercion, another from coercion and (...) autonomy. In her recent, provocative essay “What Is the Point of Equality?”, Elizabeth Anderson argues against a common ideal of egalitarian justice that she calls “ luck egalitarianism” and in favor of an approach she calls “democratic equality.”1 According to the luck egalitarian, the aim of justice as equality is to eliminate so far as is possible the impact on people’s lives of bad luck that falls on them through no fault or choice of their own. In the ideal luck egalitarian (...) society, there are no inequalities in people’s life prospects except those that arise through processes of voluntary choice or faulty conduct, for which the agents involved can reasonably be held responsible. Anderson asserts that the adherents of luck egalitarianism, which can be elaborated in many different ways, include John Roemer, Erik Rakowski, Thomas Nagel, Ronald Dworkin, Gerald Cohen, Richard Arneson, and Philippe Van Parijs.2 In contrast, according to the democratic equality conception, justice as equality requires an end to oppressive social relationships. In the ideal society of democratic equality, the social conditions of everyone’s freedom are secured, each stands to every other in a relationship of fundamental equality, including equal respect, and all have real freedom to participate in democratic self-government. The thematic survey of traditional literature uncovered a pressing need to study the M-L figure as a phenomenon in its own right. A design was constructed intending to evoke the figure's full phenomenal appearance. Instead of framing a highly determinate structure wherein a specific question is posed, E presented the figure to naive Ss, simply asking them to describe it. The purpose was to ascertain what naive Ss would perceive if not encumbered by a prior set. In addition, five experiential (...) questions about the descriptive task were included, aiming to elucidate and render intelligible the factual perceptions. The results showed that the M-L figure appears physiognomically. Typical responses exhibiting stylistic variation pointed to the dialectic between perceiver and perceived thing. A second finding was that the perception of equal horizontal lines as unequal emerged as a predominant, but only one of several possible ways of resolving the M-L figure's many perceptual possibilities. In fact, the data revealed a trend that elucidates the conditions which make possible the "M-L effect." Finally, "direction-orientation," a phenomenal variable elucidated by Merleau-Ponty's notions about the body and perception, emerged as the most characteristic way of perceiving the experimental figure. Is there a moral right to freedom of conscience? Should a legal right to freedom of conscience be established in each country on Earth? This essay argues for negative answers to both questions. The term freedom of conscience might refer to freedom of thought and the freedom of expression that sustains freedom of thought. In this sense we might affirm the right of each person to form individual opinions about the right and the good, about what we owe one another (...) by way of due consideration of others, and about what is worthy of pursuit in life, on the basis of free discussion of these matters. In the present discussion, these freedoms, important as they might be, are not under consideration. Let us assume freedom of thought and expression are secured. Richard J. Bernstein argues that many of the important themes in philosophy during the past 150 years are variations and developments of ideas that were prominent in the classical American pragmatists: Charles S. Peirce, William James, John Dewey, and George H. Mead. The pragmatic thinkers reject a sharp dichotomy between subject and object, mind-body dualism, the quest for certainty, and the spectator theory of knowledge. They seek to bring about a sea change in philosophy that highlights the social character (...) of human experience and normative social practices, the self-correcting nature of all inquiry, and the continuity of theory and practice. And they - especially James, Dewey, and Mead - emphasize the democratic ethical-political consequences of a pragmatic orientation. Numerous academic studies and reports indicate that as many as half of all students cheat on exams. Cheating on exams undermines the central purpose of a university, corrupts the meaning of grades as a measure of subject matter mastery, and significantly harms honest students. Although instructors are aware that many students cheat and they clearly oppose the behavior, they do little to punish cheaters. Accusing, prosecuting and convicting cheaters are time intensive, stressful and potentially costly activities for which faculty members (...) receive few rewards. In this paper, we derive an equation to estimate the benefit that can be gained by a student who copies on a multiple choice exam. We then propose an exam design that not only eliminates the benefit, but also proportionately punishes cheaters, with little to no cost to instructors. Moreover, the exam system we propose can allow an instructor to determine, with a high degree of certainty, the odds that any student seated anywhere in the classroom cheated on any part of the exam. Some theorists hold that there is no serious, significant issue concerning cosmopolitanism. They hold that cosmopolitanism is either the anodyne doctrine that we have some duties to distant strangers merely on the ground of shared humanity or the absurd doctrine that we have no special moral duties based on special-ties such as those of friendship, family, and national community. This essay argues against this deflationary position by defending (1) a very extreme cosmopolitan doctrine that denies special-tie moral duties altogether and (...) (2) a slightly milder but still extreme form of cosmopolitanism that allows that there might be special-tie moral duties to intimate associates such as friends and family members but denies that broader social group associations such as those of subjection to a national state or national or ethnic community memberships ever constitute special ties that ground special moral duties. Attention to internal body sensations is practiced in most meditation traditions. Many traditions state that this practice results in increased awareness of internal body sensations, but scientific studies evaluating this claim are lacking. We predicted that experienced meditators would display performance superior to that of nonmeditators on heartbeat detection, a standard noninvasive measure of resting interoceptive awareness. We compared two groups of meditators (Tibetan Buddhist and Kundalini) to an age- and body mass index-matched group of nonmeditators. Contrary to our prediction, (...) we found no evidence that meditators were superior to nonmeditators in the heartbeat detection task, across several sessions and respiratory modulation conditions. Compared to nonmeditators, however, meditators consistently rated their interoceptive performance as superior and the difficulty of the task as easier. These results provide evidence against the notion that practicing attention to internal body sensations, a core feature of meditation, enhances the ability to sense the heartbeat at rest. (shrink)

This essay reexamines the idea of paternalism and the basis for finding it objectionable in light of recent writings on “libertarian paternalism.” Suggestion: to qualify as paternalistic, an interference that restricts someone’s liberty or interferes with her choice-making with the aim of helping the individual must be contrary to that very individual’s will. A framework for determining the justifiability of paternalistic action is proposed, under the assumption that the individual has a personal prerogative, up to a point, to engage in (...) less than maximally beneficial action. Beyond that point, the content of the will of the individual disposed against interference can extinguish the presumptive wrongness of paternalism. (shrink)

Most individuals realise that we have a moral obligation to avoid the evils of war. But this realization raises a host of difficult questions when we, as responsible individuals, witness harrowing injustices such as ""ethnic cleansing"" in Bosnia or starvation in Somalia. With millions of lives at stake, is war ever justified? And, if so, for what purpose? In this book, Richard J. Regan confronts these controversial questions by first considering the basic principles of just-war theory and then applying (...) those principles to historical and ongoing conflicts. Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress and, most importantly, the UN Security Council in determining when long-term US military involvement is justified. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals - whether in self-defense or in defense of others - remains the ""only"" classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. In considering acceptable war conduct, Regan elaborates the specific principle of discrimination and proportionality; he maintains that civilians uninvolved in the enemy's war should not be directly targeted and that the costs of military action must be proportionate to the anticipated benefits of destroying military targets. The second part of the book presents case studies of eight historical wars - World War I, the Vietnam War, the Falklands War, the revolution and civil war in Nicaragua, the civil war in El Salvador, the Gulf War, the intervention in Somalia, and the Bosnian War - and poses several provocative questions about each. It invites readers and students to apply just-war principles to complex war-related situations and to understand the factual contingencies involved in moral judgements about war decisions. From the Introduction: This inquiry is concerned with the themes of praxis and action in four philosophic movements: Marxism, existentialism, pragmatism, and analytic philosophy. It is rare that these four movements are considered in a single inquiry, for there are profound differences of emphasis, focus, terminology, and approach represented by these styles of thought. Many philosophers believe that similarities among these movements are superficial and that a close examination of them will reveal only hopelessly unbridgeable cleavages. While respecting the genuine (...) fundamental differences of these movements, this inquiry is undertaken in the spirit of showing that there are important common themes and motifs in what first appears to be a chaotic babble of voices. I intend to show that the concern with man as an agent has been a primary focal point of each of these movements and further that each contributes something permanent and important to our understanding of the nature and context of human activity. Prioritarianism holds that improvements in someone's life are morally more valuable, the worse off the person would otherwise be. The doctrine is impartial, holding that a gain in one person's life counts exactly the same as an identical gain in the life of anyone equally well off. If we have some duty of beneficence to make the world better, prioritarianism specifies the content of the duty. Unlike the utilitarian, the prioritarian holds that we should not only seek to increase human (...) well-being, but also distribute it fairly across persons, by tilting in favor of the worse off. A variant version adds that we should also give priority to the morally deserving – to saints over scoundrels. This article presents a model of the structure of emotion developed primarily from a consideration of neuropsychological evidence and behavioural data which have bearing on neuropsychological theories. Valence is first considered and highlighted as a defining characteristic of emotion. Next, the use of facial behaviour and autonomic nervous system patterns as defining characteristics of discrete emotions is questioned on empirical and conceptual grounds. The regulation of emotion is considered and proposed to affect the very structure of emotion itself. If there (...) is an invariant pattern of biological activity across different instantiations of the same emotion, it is likely to be found in higher-order associative networks of central nervous system activity, the very same networks that subserve goal-directed behaviour and other cognitive functions. Drawing upon evolutionary considerations, it is argued that what is basic about emotion are the dimensions of approach and withdrawal. The nature of the linkage between such action tendencies and emotion is discussed. (shrink)
